I am a resident of Rockford, IL, and recently experienced a traumatic event that has shaken my trust in our local law enforcement. During a medical emergency, my fiancé had to break down our bathroom door to save me from a seizure. Instead of providing assistance or showing empathy for our situation, the responding officers from the Rockford Police Department arrested him without reading him his Miranda rights. Despite numerous attempts to communicate with the jail and state attorney's office about this incident, no one has been willing to listen.

This is not an isolated incident but part of a broader pattern of behavior within our police department. We've seen officers choosing which calls they respond to and spending time in empty parking lots instead of patrolling our streets. There are also concerns about certain individuals on the force who should not be there at all.

Our city struggles with issues like drug abuse and car rollovers - problems that require proactive law enforcement strategies rather than selective enforcement or negligence. The police are supposed to serve and protect us; they swore an oath to uphold the law - not stand above it.

Accordingly, we demand immediate changes within the Rockford Police Department:

1) Implement better training programs focused on empathy, community engagement, and understanding citizens' rights.
2) Establish clear protocols for responding officers during medical emergencies.
3) Increase transparency around officer conduct investigations.
4) Ensure regular patrols in all neighborhoods rather than selective response based on call type.
