I am a resident of Carrollton, GA, and have been witnessing a heartbreaking situation unfold over the past several months. A dog named Todd is being kept in a small kennel cage regardless of weather conditions. This is not just about Todd; it's about all animals who are suffering due to inadequate animal welfare laws.

Despite multiple reports to animal control, they are unable to intervene due to the current laws set by our county commissioners. It's clear that our local legislation fails to protect animals from such cruelty and neglect.

According to the American Society for the Prevention of Cruelty to Animals (ASPCA), nearly 1 million animals fall victim to abuse each year in the United States alone. We cannot stand by while this happens in our own backyard.

We need stronger animal welfare laws that protect pets like Todd from neglect and abuse. We call on our county commissioners in Carrollton, GA, USA, to review and amend these laws immediately.
