We, the residents and concerned tenants of Whispering Oaks Apartments, a HUD/Section 8 housing community, are asking for an immediate and impartial investigation into the conduct and management practices of property manager Jay Galarza, also known as Margarita Barriga Galarza.

Residents have raised serious concerns about a pattern of alleged conduct that includes:

• Retaliation against tenants who make complaints or exercise their housing rights
• Harassment and intimidation of residents
• Unequal and inconsistent treatment of tenants
• Entering tenants’ apartments without proper authorization or notice
• Recording inside tenants’ apartments or private spaces without proper authorization or consent
• Issuing notices based on allegations that tenants believe are false, exaggerated, or unsupported
• Taking adverse action against tenants following complaints or disagreements with management
• Towing tenants’ vehicles in situations where residents believe the enforcement is selective, unfair, or personally motivated

These concerns have created fear and frustration among residents who should be able to live in their homes without intimidation or fear of retaliation.

WHAT WE ARE ASKING FOR

We respectfully ask the property owner, management company, HUD, the appropriate housing authority, and/or other responsible oversight agency to:

Conduct an immediate and independent investigation into these complaints.
Review tenant complaints, notices, towing records, apartment-entry records, maintenance records, and other relevant documentation.
Investigate allegations of retaliation, harassment, unequal treatment, unauthorized entry, unauthorized recording, and false or unsupported allegations.
Ensure that residents who speak up, participate in this petition, or cooperate with an investigation are protected from retaliation to the fullest extent provided by law.
Provide residents with an opportunity to meet with the appropriate ownership, management, HUD, or housing-authority representatives to present their concerns.
If the allegations are substantiated, remove or reassign the property manager and take appropriate corrective action.
WHY THIS MATTERS

Everyone deserves to feel safe and respected in their home. Residents of HUD/Section 8 housing should be able to report concerns, request assistance, and exercise their rights without fear of harassment, intimidation, retaliation, or unequal treatment.

This petition is not intended to create hostility. It is a request for accountability, transparency, fair treatment, and a safe living environment for all residents of Whispering Oaks Apartments.

We are asking the appropriate authorities to listen to the residents, investigate these concerns fairly, and take appropriate action.
