Culpeper County Animal Services is supposed to protect animals and the people who care for them. Instead, former employees, volunteers, and rescue partners say they were dismissed, threatened, or pushed out for raising safety concerns, and that basic problems inside the shelter went unaddressed for months.

At a Sept. 2, 2026 Board of Supervisors meeting, a former part-time shelter worker said she resigned after watching staff get blocked from giving animals adequate exercise, seeing animals denied veterinary care they clearly needed, and witnessing unvaccinated animals housed in kennels exposed to transmissible illness. Volunteers said they were removed, or warned they could be, simply for speaking critically about the shelter's management. Residents described kennel doors that wouldn't latch, failing equipment, and waste and water flowing between kennels that were supposed to be separated.

As Jessica Cook, president of Margaret's Saving Grace Rescue, told the board, "These are questions of public administration, record accuracy, consistency, and oversight. They can be investigated without assuming anyone is guilty or innocent," according to InsideNoVa.

The Culpeper County Board of Supervisors has the authority to order that kind of independent review, and it should use it, covering shelter conditions, recordkeeping, animal transfer and euthanasia decisions, and how complaints from staff and volunteers are handled without fear of retaliation. Supervisors have acknowledged how serious these concerns are. Now they need to act on them, not just hear them out.
