ACCOUNTABILITY MUST START AT THE TOP

Publicly available information indicates that Beth Fiorini, identified as the Whiteside County Health Department and Animal Control Administrator, promoted and appointed James Garcia Jr. as Animal Control Warden in September 2017.

That raises an important question: who is responsible for overseeing the person in charge of Whiteside County Animal Control?

We are asking the appropriate county officials to investigate not only the circumstances surrounding Starsky’s death, but also the leadership, policies, procedures, facility conditions, and treatment of animals and rescue organizations under James Garcia’s administration.

If the person overseeing Animal Control was appointed by county leadership, then county leadership must also be willing to answer for what happens under that leadership.

Starsky is a beloved dog who is about to face an untimely and tragic end while in the custody of Whiteside County Animal Control. The circumstances surrounding this decision are deeply troubling, raising serious concerns about the practices and policies of the department. Shockingly, rescue organizations like Happy Tails are ready to take responsibility for Starsky's care, yet their offers were inexplicably declined.

This situation reflects a broader issue within Whiteside County Animal Control that demands urgent attention. Unanswered questions and a lack of accountability have created an environment of distrust between the community and those tasked with safeguarding its animals. It is essential for an independent investigation to assess not only the leadership and procedures of the department but also how animals are treated under their care.

Tragically, Starsky's story is not an isolated incident. Reports and testimonials from volunteers and animal advocates indicate systemic failures that have impacted countless lives. Animal Control must serve as a refuge and protector for animals in need, not a place where their safety and well-being are jeopardized.

James Garcia currently serves as Director of Whiteside County Animal Control.

Public court records concerning Garcia show a prior felony domestic-battery conviction. Separate court records also show orders of protection involving Garcia and two different women.

These records do not, by themselves, establish how someone performs their current job. However, when an individual holds a position with the authority to make decisions affecting the welfare and potentially the life or death of vulnerable animals, the community has a legitimate right to demand transparency regarding leadership, qualifications, oversight and accountability.

There are also serious concerns and allegations regarding an ongoing conflict between Animal Control leadership and Happy Tails.

If personal conflict, retaliation, or other improper considerations have influenced decisions involving animals or rescue organizations, that must be independently investigated.

No animal should ever become collateral damage in a dispute between adults.

The conditions at the facility must also be examined.

Animals housed in a county animal-control facility deserve basic humane care.

If the facility is currently operating without adequate air-conditioning, if dogs have no access to an outdoor yard, or if animals are being sprayed down while still inside their kennels, those practices deserve immediate review. 

The public deserves to know whether these conditions meet applicable animal-welfare standards and whether appropriate measures are being taken to protect the animals

We implore Whiteside County officials to act swiftly and responsibly. By launching a thorough and independent investigation, the county can reaffirm its commitment to ethical animal care and restore public trust. The findings of this investigation should be made transparent, and any necessary reforms should be implemented without delay.

We owe it to Starsky and the animals following in his footsteps to ensure that they receive the care and respect they deserve.
