In Texas we have an “over population” of animals. Leads to many unwanted litters, dumped animals, animals used for bait, animal abuse, the list goes on and on. 
I have a petition up for Spay & neuter, but if you want to Breed a certain breed, I would like a law in place for them.

*1) Must have a breeders license.                            
     a) You must renew each year (like car tags).        
     b) Money for the License (should go to help    Law enforcement of this law, possibly start a program just for this) **Will look into this idea more.                           
    c) if said breeder, doesn’t follow any of these proposed laws outline, they can lose their license, will NOT be able to get another one in the future and pay fines.       
*2) Must register through your county & State             
*3) Limits on how many litters you can have at any given time. 
*4) Must have a contract with each sale of said animal.                                                                   
       a) in contract, said animal must be spayed/neutered (unless new owners want to become a breeder, they in return must follow the “breeders”  license/laws.                                  
       b) in contract, buyer must make sure to properly care for the animal. (Vetting, housing). If unable**Buyer must contact the breeder, to return said animal to breeder, to find a loving home. **If Breeder is unable to take back at that given time, they must help to rehome the animal.

*5) On ALL litters, you will be taxed! You are selling!
