The Issue

FINAL DEMAND TO THE AFRICAN UNION AND ALL AFRICAN GOVERNMENTS

 

We, the undersigned Africans and supporters of human dignity, call upon the African Union and all African Union Member States to take urgent and decisive action to protect African lives.

 

If, on or after 30 June, African nationals continue to be killed or subjected to targeted xenophobic violence in South Africa, and the Government of South Africa fails to take effective measures to prevent such attacks, prosecute those responsible, and protect all African nationals within its borders, we call for the following actions to be considered in accordance with the African Union's legal procedures and the laws of each member state:

 

1. The immediate convening of an emergency African Union Summit.

 

2. Consideration of the suspension of South Africa's participation and voting rights within the African Union until it demonstrates sustained compliance with its obligations to protect the lives and rights of African nationals.

 

3. Coordinated diplomatic measures by African Union Member States, including the downgrading or suspension of diplomatic engagement with South Africa where governments determine such action is appropriate.

 

4. Coordinated economic and trade measures, including the suspension or restriction of selected trade agreements, government cooperation, and economic partnerships with South Africa until meaningful and verifiable improvements in the protection of African nationals are achieved.

 

5. A review of regional cooperation with South Africa, including consideration of restrictions on participation in selected African Union programmes and initiatives until clear benchmarks for protecting African nationals are met.

 

6. The establishment of an independent African Union fact-finding mission to investigate attacks against African nationals, monitor the South African Government's response, and publicly report its findings.

 

7. The creation of a permanent African Union monitoring mechanism to assess South Africa's compliance with its obligations to safeguard the lives, dignity, and human rights of all African nationals within its territory.

 

The purpose of this petition is to urge African leaders to demonstrate that attacks on Africans anywhere on the continent are unacceptable and that governments must be held accountable for protecting all people within their jurisdiction. These measures should remain under review and may be lifted once the African Union determines that effective protections have been implemented and sustained.
