Publicly posted videos show repeated violence toward pigeons, and witness reports raise concern for squirrels and other urban wildlife.  Authorities must act before more animals are harmed.

Toronto residents are calling on Toronto Police Service and the Ontario Ministry of Natural Resources to take urgent, coordinated action regarding Reginald Rowan Cuff and repeated deliberate attacks on urban wildlife in Toronto.

This concern is not based solely on rumours or anonymous accusations.

There are publicly posted videos from social-media accounts associated with Reginald Rowan Cuff showing him harming pigeons and speaking openly about harming them. Additional incidents involving injured pigeons have also been reported by members of the community.

In one reported incident at St. James Park, a witness said they saw pigeons repeatedly struck with a large tree branch, causing fatal and serious injuries. At least one carcass was recovered, and one injured pigeon survived and was rescued for rehabilitation.

According to the same witness, Cuff also boasted about harming squirrels. This allegation comes from a witness account and should be investigated alongside the available video evidence involving pigeons.

Taken together, the available evidence and reports suggest an ongoing pattern of intentional violence toward urban wildlife, rather than a single isolated incident.

Canada’s Criminal Code makes it an offence to wilfully cause unnecessary pain, suffering, or injury to “an animal or a bird.”

Yet animals continue to be injured while members of the public are left wondering what must happen before meaningful enforcement takes place.

This petition is not a call for vigilantism, harassment, or retaliation against Reginald Rowan Cuff. It is a demand that the authorities responsible for enforcing Canadian law examine the evidence already available and take appropriate action.

We are asking Toronto Police Service and the Ontario Ministry of Natural Resources to:

1. Immediately investigate Reginald Rowan Cuff in connection with documented and reported attacks on pigeons and possible harm to other urban wildlife.
2. Review and preserve publicly available videos from social-media accounts associated with him that depict or discuss violence toward pigeons or other animals.
3. Investigate the witness report that Cuff boasted about harming squirrels as well as pigeons.
   Consolidate related witness reports, videos, injured-animal reports, and police complaints rather than treating every incident as an unrelated event.
4. Investigate whether offences under Canada’s animal-cruelty provisions or other applicable laws have been committed.
5. Coordinate between Toronto Police Service and Ontario wildlife-enforcement authorities so responsibility for protecting urban wildlife does not fall between jurisdictions.
6. Take all appropriate lawful enforcement action, including arrest where the evidence provides legal grounds to do so.
7. Respond urgently when members of the public report an attack on pigeons, squirrels, or other wildlife while it is happening.
8. Establish a clear procedure for documenting and investigating repeated intentional violence against urban wildlife in Toronto.

Every additional attack that occurs while authorities have access to evidence of an apparent pattern represents another opportunity missed to prevent suffering.

This is also a community-safety concern. People who witness violence toward animals should not have to choose between remaining silent and putting themselves in danger in an attempt to stop it.

When an attack is occurring, witnesses should be able to call 911, report exactly what they are seeing, and have confidence that the matter will be treated seriously.

When an incident has already ended, witnesses should preserve photographs, videos, social-media links, and other evidence and report the matter through the appropriate police and wildlife-enforcement channels.

We are asking authorities to act before more pigeons, squirrels, or other animals are beaten, injured, or killed.

Toronto’s urban wildlife deserves protection. Deliberately causing suffering to pigeons, squirrels, or other animals should not be ignored simply because those animals are common in the city.
