Demand accountability from Opportunity Home San Antonio for racial harassment
The Issue
I am stepping forward as a community activist, working with African American residents in San Antonio, to address a deeply disturbing incident of racial harassment and administrative complicity at Lewis Chatham Apartments, a public housing complex managed by Opportunity Home San Antonio.
On Monday, September 14, 2026, an African American female resident was accosted while simply walking her dog. The confrontation, over uncollected dog waste unrelated to her, quickly devolved into racially charged harassment, with the use of the N-word—a painful and unmistakable attack that exemplifies "walking while Black."
When this was brought to on-site property management at a resident meeting, our expectations for basic human decency and civil rights protections were completely shattered. Instead of defending a vulnerable resident and enforcing a zero-tolerance policy on hate speech, management trivialized the incident, framing it as an ordinary "both sides" disagreement and refusing to denounce the use of the N-word.
When further challenged, management deflected, claiming "confidentiality" to excuse their silence, effectively asking the community to ignore the issue while they managed it behind closed doors.
As activists and organizers, we recognize the systemic injustice in action here. Management's silence should not be perceived as neutral; rather, it acts as a tacit approval, indicating to every resident that racial terror bears no consequence. This failure effectively puts a target on the backs of every African American at Lewis Chatham Apartments.
The N-word is not a mere insult; it is a historically violent term steeped in the pain of chattel slavery, lynchings, and Jim Crow laws in Texas and San Antonio. Forcing any Black resident to hear such a slur in their home perpetuates trauma and psychological harm. The dismissive stance of management places Black residents in perpetual fear, where everyday activities could be marred by potential harassment.
Public housing agencies are ethically and legally obligated under the Fair Housing Act to maintain spaces free from discriminatory harassment and racial hostility. Ignoring residents' fears in favor of bureaucratic platitudes is indefensible.
This petition demands immediate action from Opportunity Home San Antonio's executive leadership to stop allowing racial harassment through silence and hold perpetrators accountable. We demand:
- A public denunciation of the hate speech used on September 14.
- Engagement by executives with affected residents and community advocates.
- Enforcement of a zero-tolerance policy resulting in concrete consequences for racist harassment.
- Civil rights and fair housing retraining for Lewis Chatham property management.
Every individual deserves dignity, equality, and safety within their own residence. Sign and share this petition to urge Opportunity Home San Antonio to ensure racial intimidation is addressed, not ignored.
