Enact a total moratorium on all citizen arrests immediately. The state has completely forfeited its moral and ethical authority to police the public while its own enforcers operate entirely outside the law.
Do the math, Seguin. Why should an ordinary resident be immediately processed, jailed, and paraded in a public mugshot grid while County Judge KUTSCHER remains insulated by a quiet, slow-moving, multi-year Texas Ranger criminal investigation, and jailers GARCIA, CHARLES, and KEE await their final adjudication?
If the Sheriff’s Department wants the privilege of enforcing the Texas Penal Code on the streets, it must first demonstrate the institutional courage to demand accountability within its own walls. No more citizen arrests until the Texas Ranger investigation into KUTSCHER is fully resolved, and the criminal charges against GARCIA, CHARLES, and KEE have been completely adjudicated in a court of law.
Clean up the courthouse first. Until then, any further enforcement against the citizenry is a textbook example of systemic hypocrisy and a direct violation of equal protection under the law. “
