PROVERBS 22:22-23
“"Do not rob the poor because he is poor, / or crush the afflicted at the gate..."
This ancient Hebrew proverb is a warning about having a double standard in the legal system and in government. The gate was a place in ancient times where all legal disputes were handled by the elders, the leaders, and the common citizens who came to the gate to plead their case. It is relevant today, nationally and more critically locally. Guadalupe County has three officers charged with horrific crimes presently and the single highest government official in the county, Judge KUTSCHER, is under investigation by the Texas Rangers for a First Degree Criminal Offense that carries a punishment range of 5-99 years in TDCJ. The Commissioners Court is currently being sued as well. Yet, the corrupt system keeps on rolling, common citizens, all of whom are poor, uneducated, many mentally ill , and the majority suffering from the disease of addiction or alcoholism, keep being arrested and of course the majority cannot afford the excessive bail amounts placed on them by corrupt judges who do so to ensure convictions. The common citizens are preyed upon while simultaneously the highest ranking official in the county is under investigation by the Texas Rangers and of course the investigation will take two years. Long enough for the citizens to forget about how extremely alarming the situation actually is. And of course the three GCADC officers charged had reasonable bonds set by the judges to allow them to easily bond out.

Look at how many law enforcement officers in Guadalupe County have been charged with crimes in the years 2005-2021. This is the only time frame that this record keeps. Meaning: there are 10 criminal charges against law enforcement in Guadalupe County just in this 16 year period. The majority are sexual crimes and most shocking is that of the sexual crimes, most are committed against children. This data doesn’t show crimes committed by law enforcement prior to 2005 or after 2021. Meaning: there were of course many more serious crimes committed by Guadalupe County officers prior to 2005 and there have been more since 2021. Since 2021 , I know of 5 sexual crimes committed by law enforcement not recorded in this data.
That is a total of 15 serious crimes, most of them sexual crimes, committed by law enforcement in Guadalupe County since 2005! That is nearly one per year.
This information is documented, irrefutable, and undeniable. This is not my opinion- this is the ugly facts, the horrific truth about law enforcement in the county that you live in.
This is why the Texas Rangers currently investigating KUTSCHER, KEE, CHARLES, and GARCIA is so shocking. This is a severe situation but you can also argue that it is just more of the same.
THE CITIZENS MUST PAY ATTENTION. THE CITIZENS MUST SPEAK UP.
Example: Seguin PD officer Godinez slammed a child to the ground and caused the kid a concussion. He was riding his bike. And the citizens were told by Chief of Police Jason Brady that Godinez did everything right. The citizens believed him. The citizens believed that an out of control cop attacking a child and giving him a concussion was acceptable behavior!
The citizens of Seguin should have been outraged and demanded that Godinez be fired. The citizens failed. The citizens are failing again now.
There is a blatant double standard in Guadalupe County.
The citizens are under the law while government officials are above the law.
Example: case 23-1166-CR-A , Seguin PD SGT BRUNO CAVAZOS violated a state subpoena but was not arrested or charged or even disciplined. This is more insulation by Chief Jason Brady.
Example: GCADC administrators Robert Hernandez and Greg Martin ignored prior notice of sexual harassment committed by Cpl Rudy Garcia in 2024 which allowed him to escalate his inappropriate behavior to the recent July 10 2026 charges of sexual misconduct and violating the civil rights of an inmate. This is insulation. Sheriff Joshua Ray protects his own just like Chief Jason Brady does.
The citizens need to wake up.
It could be your civil rights violated next time.
Your loved one sexually violated while in jail.
Your child physically assaulted by law enforcement.
Speak up now because the active Texas Rangers investigation against four officials , one the absolute highest county official, warrants your attention and warrants that you speak up.
