(4) COMMENTS Judd Colby Harpool Aug 29, 2026 7:29am Was the gentleman arrested for sexual assault a GCSO officer? GCSO reports 1.5 to 2 sexual assaults per month in the entire county. Seguin PD reports on average 1.2 sexual per month in the city of Seguin. This means that the charges of sexual assault against the three GCADC officers on July 10, 2026 , in one day exceeded the entire monthly total of reported sexual assaults in the entire county. And, the three charges on the officers almost tripled the total of reported sexual assaults reported monthly on average in Seguin. “Zero tolerance. No cover.” In 2024 I gave the two administrators of the GCADC clear warning of inappropriate conduct committed by former GCADC Cpl Rudy Garcia. Administration chose to protect him rather than the young female officer i saw him sexually harass and future inmates. Administration chose to not discipline Garcia and they ratified his inappropriate conduct. Two years later he is charged with sexual assault. Sheriff Joshua Ray is aware of this prior notice. Sheriff Ray is the custodian of the recorded tablet messages wherein I routinely referred to the corporal as GARCIA THE GROPER. Sheriff Ray is the custodian of the jail security video that captured the inappropriate incident that substantiated my eyewitness account. Sheriff Ray insulates his two administrators while simultaneously telling the public “ zero tolerance and no cover.” Spoken policy versus factual policy are far removed from each other. Just looking at the numbers I suspected that this latest arrest for sexual assault must have been on a GCSO officer- based on the math, based on the trends. PIA Aug 30, 2026 1:12pm Just curious, why is the word "alleged" used in posting the charges? The victim didn't allege the crime, they reported it. The person arrested is alleged to have committed the crime. Minor detail but to the victims it's a world of difference. Judd Colby Harpool Aug 30, 2026 7:25pm You are absolutely correct and I sincerely apologize. I assure you that it was an oversight or mistake on my part and not intentional. I would never minimize any victim’s position. Thank you for pointing this out. I suspect that due to attempting to circumvent defamation claims I became accustomed to using the ‘alleged’ and completely dropped the ball by implementing herein incorrectly. Recently I made a grievous mistake in a comment above. A very astute, very aware and concerned citizen identified my mistake. They highlighted the mistake and publicly brought it to my attention. Immediately I publicly posted my acknowledgment of my mistake, my gratitude to the concerned citizen for bringing it to my attention, and publicly apologized for the oversight. If this type of beneficial, advantageous cooperative working relationship could be implemented in local government the citizenry would be well served. Let’s use Guadalupe County Sheriff Joshua Ray for example. Like the astute, aware concerned citizen that brought my mistake to the light, I did the same when I sent Sheriff Ray a certified letter making him aware of the fact that in 2024 I gave his two GCADC administrators prior notice of inappropriate conduct committed by former GCADC Cpl Rudy Garcia. I made Sheriff Ray aware of the mistake that his administration made when they disregarded sexual harassment committed by the corporal who in countless recorded tablet messages I referred to as Garcia The Groper. Sheriff Ray is the custodian of those documented tablet messages. Sheriff Ray is also the custodian of the jail security video that captured the incident of sexual harassment which substantiates my claim. I, like my fellow concerned citizen who recently made my mistake known to me, have done a good job of making Sheriff Ray aware of the mistake that his two administrators made when they disregarded prior notice of inappropriate conduct committed by Cpl Rudy Garcia in July of 2024 and ratified his misconduct by not disciplining him, and undeniably allowed his inappropriate conduct to escalate into the recent July 10 2026 horrific charges of sexual assault and violating the civil rights of a GCADC inmate. Additionally, I brought to Sheriff Ray’s attention the fact that former officer Isaiah Charles , who was charged alongside Cpl Rudy Garcia and Kee, was already a served defendant in my federal civil rights case prior to the recent July 10 2026 arrests and charges……….. Again, I’m suggesting that local government implement something akin to accountability and transparency, just as was exemplified here in these comments when my mistake was brought to my attention by a concerned citizen. But, rather than do what I did, rather than admit that a mistake was made, a massive inexcusable mistake, rather than transparency and accountability Sheriff Ray has done the complete opposite. Spoken Policy regarding the horrific incident of the three officers charged with sexual assault is : “ zero tolerance. No cover. No second chances.” Factual or actual Policy: extreme tolerance and extreme cover to protect or insulate his administration, namely Jail Administrator Robert Hernandez and Assistant Administrator Greg MartIn. “ zero tolerance and no cover “ sounds good. In fact, I suggest that it sounded so good that the people bought it hook , line and sinker. The problem is that the statement was designed to sound good. It was intended to sound good to cover up horrific charges. My greatest concern is that the citizens are pretending to be horrified. My fear is that the citizens are not completely outraged over this because of the pretrial detainee status of the victim. I suggest to you that the status of the victim makes these charges much more severe. Law enforcement, should be held to a much higher standard, Sheriff Ray even publicly said the same thing on May 7, 2025. Who is charged and the status of the victim makes these charges much more severe and much more horrific. Not to mention that Sheriff Ray locks up almost only the poor, the uneducated, the mentally ill, and those who suffer with addiction and alcohol dependency issues. Sheriff Ray doesn’t lock up the rich, the affluent, the educated, or the well to do or the healthy and whole citizen- he almost only locks up the very weakest of society, the most vulnerable. This is why these recent charges are much more deplorable- officers, authorities, undoubtedly being charged with sexual assault of the least of society, vulnerable due to pretrial detainee status or potentially any of the vulnerable statuses before mentioned make these charges inexcusable and make the prior notice that I gave the two administrators much more severe. My greatest concern, indeed my greatest fear, is that the citizens of this county have only pretended to be horrified. I beg you all, don’t just pretend to be horrified, be horrified. For the actions of the accused, the actions of the two administrators, and the lack of action by Sheriff Joshua Ray warrant that you be horrified. Citizens don’t pretend to be horrified. Be horrified.
