The Issue
We are calling on Rockdale County Animal Services and county officials to implement greater transparency, volunteer access, rescue collaboration, and lifesaving reforms to help prevent future losses.
Our Plea
As animal advocates, rescuers, volunteers, we are heartbroken.
We are grieving for Georgia Louise, Titan, Calamari, Brody, and Muscadine.
These were not just names on a list. They were lives that mattered. Dogs who deserved safety, compassion, and every possible opportunity to find loving homes.
Instead, their stories ended far too soon.
We are devastated that these dogs will never know what it feels like to be cherished by a family of their own. We will never know how many could have been saved if given more time or more opportunities for rescue and adoption.
The animal welfare community is exhausted from mourning dogs that deserved better. We are tired of watching lives slip away while advocates work tirelessly to network, promote, and fight for them.

Our Concerns

• Limited opportunities for volunteers and advocates to interact with dogs and showcase their personalities.
• A lack of timely photos, videos, and information needed to help dogs reach potential adopters and rescue organizations.
• Insufficient communication between the shelter and the rescue community.
• Dogs remaining in kennel environments without enough opportunities to be promoted and networked.
• A lack of clear timelines and procedures that allow advocates and rescues to effectively intervene before euthanasia decisions are made.
Why We Are Speaking Out
The concerns raised in this petition are not based on speculation. They come from the experiences of advocates, rescuers, and community members who have spent countless hours trying to help dogs at Rockdale County Animal Services.
Advocates have worked tirelessly to network dogs through social media, share their stories, create videos, contact rescues, and search for adopters.
Despite these efforts, dogs including Georgia Louise, Titan, Calamari, Brody, and Muscadine lost their lives.
Many community members believe more transparency, improved communication, and greater collaboration with advocates and rescue organizations could help save lives in the future.
This petition is not about attacking shelter staff. It is about ensuring every dog is given the greatest possible opportunity to leave the shelter alive.
The Changes We Are Requesting
We are calling on Rockdale County officials and Rockdale County Animal Services to implement the following reforms:
• Allow approved volunteers and advocates regular access to spend time with dogs and assist with promotion efforts.
• Establish a functional volunteer program without further delay.
• Ensure photos, videos, and behavioral information are made available promptly for all dogs entering the shelter.
• Provide advocates and rescue organizations sufficient notice and opportunity to pursue placement options.
• Create clear and transparent timelines regarding at risk animals.
• Improve communication and collaboration between shelter staff, advocates, volunteers, and rescue organizations.
• Increase transparency regarding shelter operations and life saving efforts.
