Montgomery County — this is something we can’t ignore anymore.

Our Animal Resource Center is a county agency funded by our tax dollars. It is supposed to enforce Ohio’s dog laws, respond to stray dogs, and humanely care for the animals in its custody under ORC Chapter 955.

Right now, too many people are being told loose dogs are “their problem.”
Too many questions exist about daily care, transparency, and whether past recommendations for improvement were ever followed.

In 2018, the County brought in Team Shelter USA to evaluate ARC. That report called for changes. We are asking for a repeat independent audit to see what was actually done — and what wasn’t.

This petition is asking Commissioners to:

1. Bring in an outside audit again

2.  Make sure ARC is following the law it’s required to enforce

3.  Set real standards for humane care and daily movement for dogs- dogs are currently staying 24/7 in their kennel runs without being taken outside daily for exercise or playtime. How is this humane? 

4.  Review leadership and put qualified people in place

5.  Create a clear plan to fix what isn’t working

This is not about attacking shelter staff.
This is about making sure a public agency is doing the job it was created — and funded around $5,000,000 a year — to do.
