Every student's future deserves an examination system they can trust.
Examinations determine admission to educational institutions, scholarships, professional opportunities, employment and careers. When examination systems are compromised by question-paper leaks, organized cheating, impersonation, unauthorized access, manipulation of examination records or other forms of malpractice, the consequences can extend far beyond a single examination. They can affect the educational opportunities, careers, financial investments and life aspirations of thousands or even millions of candidates and their families.

We therefore call upon the Government of India and competent examination authorities to develop and implement a comprehensive National Examination Integrity Framework (NEIF) establishing uniform, technology-enabled standards for examination security, transparency, accountability and candidate rights.

Our Key Demands 

1. Nationwide Computer-Based Testing
2. Minimum Five Equivalent Question-Paper Sets
3. Large and Independent Question-Setter Pool
Establish a large, independently selected pool of qualified question setters. For major examinations, at least 20 qualified setters should be considered, with each submitting substantially more questions than ultimately required. Questions should undergo independent checks for quality, difficulty, duplication and statistical equivalence before entering a secure question bank.

6. Candidate-Wise Examination Transparency
Where technically and administratively feasible, candidates should receive a digitally authenticated examination report containing:

            a. Questions attempted;
            b. Submitted answers;
            c. Correct/model answers, where disclosure is permissible;
            d. Correct and incorrect responses;
            e. Marks awarded;
            f. Negative marks, where applicable;
            g. Total marks; and
            i. Transparent calculation of the final score.
For subjective examinations, candidates should be provided appropriate access to their evaluated answer scripts and applicable evaluation information, subject to reasonable safeguards protecting confidential examination material.

12. Recognize the Serious Social Consequences of Examination Fraud
The law and examination regulations should recognize that serious examination malpractice can adversely affect the careers, educational opportunities, employment prospects and financial and personal aspirations of large numbers of candidates.

Where appropriate and legally justified, aggravated offences should attract substantial imprisonment, significant fines, confiscation of illicit gains and disqualification from examination-related responsibilities.

13. Enhanced Punishment for Organized or Deliberate Fraud
Where examination fraud is committed by an organized network or by a person entrusted with examination security including officials, employees, contractors or institutions or where a large number of candidates are affected, the law should provide for enhanced penalties consistent with principles of proportionality and due process.

14. Whistleblower and Evidence Protection
Provide appropriate legal protection to persons who, in good faith, report genuine examination malpractice or provide evidence of examination fraud, while establishing safeguards against malicious, knowingly false or fabricated complaints.

15. Mandatory Preservation of Examination Evidence

India's students deserve an examination system in which merit can compete on a level playing field.

Technology can help make examinations more secure and transparent, but technology alone is not enough. Strong institutional independence, cybersecurity, human oversight, independent auditing, legal accountability and protection of candidate rights must work together.

We therefore seek a national, transparent and professionally designed framework, developed through expert consultation and implemented in phases.
