The BoCC is planning to try to bandaid Bishop, instead of actually fixing it. I am attaching the layout that I have ALREADY SUBMITTED to the commissioners which would FIX the issues safely and cost effectively. Feel free to add your own flare.

Dear Commissioner,

We the taxpayers want you to submit a change order to add an addition on to the adoption center so the staff and volunteers have a safe and efficient concrete block facility instead of trying to bandaid the prefabs which will remain a disaster regardless of how much money gets thrown at them. DO NOT WASTE our taxpayer dollars on bandaids and instead fix the actual problem. This facility serves the entirety of Mantee County, 450,000 residents, 40% of whom own dogs.
