Demand a full and independent review of Carter Wagner's case

The Issue

Carter Wagner, a cherished young man from Huntingdon County, Pennsylvania, was taken from us far too soon in a tragic scooter accident on July 7th, 2025. Known for his kindness, warm spirit, and boundless energy, Carter was a central figure in our community—beloved by his family, adored by friends, and respected by all who had the privilege of knowing him. His untimely passing left a void that cannot be filled, and his loved ones are left grappling for answers.

Despite the clear and concerning circumstances surrounding the accident, the Huntingdon County District Attorney’s Office, under DA Dave Smith, has yet to file any charges. This decision has puzzled and frustrated Carter’s family and the broader community, who deserve transparency and justice. The lack of accountability and action from those tasked with seeking justice is unacceptable.

We are calling for a full and independent review of the investigation into Carter’s death. An impartial review is necessary to ensure that every aspect of this case is thoroughly examined and all relevant evidence is considered. Carter's life was valuable, and the questions surrounding his death must be answered comprehensively.

According to Pennsylvania Department of Transportation statistics, traffic accidents involving scooters have seen a 15% increase over the past three years. This underscores the critical need for careful scrutiny in each case. Carter's death should not be overlooked as a simple statistic. His life matters, and every potential factor in his accident must be vetted with due diligence and integrity.

We urge Pennsylvania Governor Josh Shapiro and Attorney General Michelle Henry to appoint an independent investigator to re-examine the case. This is not just about Carter but also about restoring faith in our local justice system and ensuring it works fairly and transparently for all citizens.

We all owe it to Carter, his family, and the community of Huntingdon County to seek the truth. Please sign this petition to honor Carter's memory by demanding the justice he deserves. Your support in signing this petition is a step toward ensuring transparency, accountability, and justice for all. Help us send a message that every life affected by such tragic circumstances is worthy of a thorough and unbiased investigation. Let us come together as a community for Carter and his family.

“Dear Wagner Family, As a father and your Huntingdon County Commissioner, my heart continues to ache for you over the sudden and tragic loss of Carter on July 7, 2025. He was clearly a bright, kind, and beloved young man whose absence is felt by our entire community. I want you to know that I truly understand your pain and your resolve. If this unimaginable tragedy had taken my own child, I would do exactly what you are doing—turn over every stone, ask every difficult question, and use every part of the legal process, including appeals and independent reviews, to find peace in knowing a decision was reached fairly. Those processes exist for all of us precisely because we are human; even the most dedicated public servants can benefit from additional sets of eyes when a case touches hearts so deeply. The right to seek deeper review is there to help families find solace that justice, in the end, was done right. In Pennsylvania, the District Attorney is an independently elected official who runs his own office. While the County funds and supports that office, the Commissioners have no authority over investigative or charging decisions—that separation is intentional and protects the integrity of the system. DA Dave Smith is a dedicated public servant and, like all of us, human. I know he carries the weight of these cases personally, and I continue to have a positive, collaborative working relationship with him as we both serve the people of Huntingdon County. My role as your Commissioner is to listen, to advocate for stronger public safety measures (including the growing concerns around scooter accidents), and to make sure county government supports transparency and fairness for every resident. While I cannot step into prosecutorial matters, please know your voices are heard here, and I will keep working to ensure our justice system earns and keeps the community’s trust. Carter’s life mattered beyond measure, and so does your pursuit of truth. You are not alone. If my office can help connect you with grief resources, victim services, or any other appropriate county support, please reach out anytime. With deepest sympathy and continued respect, Patrick Reeder Commissioner, Huntingdon County 233 Penn Street, Huntingdon PA 16652”
