The Issue

PETITION: Demand 24/7 Traffic Enforcement and Action Against Excessive Vehicle Noise in Sea Point
To: City of Cape Town, Mayoral Committee Member for Safety and Security, Metropolitan Police Department and Traffic Services

We, the undersigned residents, property owners, workers and visitors of Sea Point, call on the City of Cape Town to take urgent and sustained action to address excessive traffic noise and improve road safety along Main Road and Beach Road, this includes hooting taxis soliciting passages and illegally modified vehicles revving and backfiring.

We request law enforcement to be stationed permanently on Main Road and Beach Road, fining and impounding cars causing noise pollution and endangering pedestrians.

The problem
Sea Point is a densely populated residential and commercial neighbourhood where residents should be able to sleep, work and enjoy their homes without persistent and unnecessary traffic noise.

Along Main Road and Beach Road, excessive taxi hooting, repeated and unnecessary use of vehicle horns, loud modified exhaust systems and deliberate engine revving contribute to an ongoing noise problem that affects the quality of life of people living and working in the area.

These disturbances can be particularly disruptive during the early morning, late evening and overnight hours, when residents should reasonably expect quieter surroundings.

We recognise the essential role that taxis and other vehicles play in Cape Town's transport network. This petition is not directed at any particular transport operator or group of road users. It calls for consistent enforcement of the rules that apply to everyone.

Our demands
We call on the City of Cape Town to implement the following measures:

1. A 24/7 visible Metro Police and traffic-enforcement presence

Establish a sustained, visible enforcement operation along Main Road and Beach Road in Sea Point, with patrols and targeted deployments throughout the day and night, including weekends and public holidays.

2. Strict enforcement against unnecessary hooting

Actively enforce applicable traffic laws against unnecessary or unlawful use of vehicle horns, particularly repeated hooting that disturbs residents. Emergency warnings and other legally permitted uses must remain unaffected.

3. Action against excessively loud and unlawfully modified vehicles

Conduct targeted roadside inspections and enforce applicable vehicle-noise, roadworthiness and traffic requirements against vehicles with excessively noisy exhausts, unlawful modifications or other relevant contraventions.

4. Meaningful and consistent penalties

Apply the fines, notices, vehicle inspections, roadworthiness requirements and other lawful enforcement measures available for proven offences. Where existing penalties are inadequate, investigate lawful options for stronger deterrents.

5. Targeted enforcement at known hotspots

Identify the locations and times associated with recurring noise complaints and deploy enforcement resources accordingly, rather than relying exclusively on occasional patrols or responding after disturbances have occurred.

6. Public accountability and measurable results

Provide residents with a clear channel to report recurring incidents, acknowledge complaints and publish periodic summaries of enforcement activity, including relevant traffic stops, notices issued and actions taken.

Why this matters
Sea Point is home to thousands of residents and is a major destination for businesses, pedestrians, visitors and public transport users.

A functioning city must balance efficient transport with residents' right to reasonable peace, road safety and a liveable neighbourhood.

The objective is not to prevent legitimate transport activity. It is to stop persistent, unnecessary and unlawful noise through visible enforcement, consistent consequences and a sustained commitment to improving the public environment.

We ask the City of Cape Town to engage with Sea Point residents, investigate the scale of the problem and commit to a practical enforcement plan with clear objectives and regular progress updates.

We call for action, not occasional interventions. Sea Point deserves roads that are safe, orderly and respectful of the people who live here.
