DELINEATION + MUTUAL RECOGNITION TREATY PETITION FOR THE FOUNDATIONAL PARTY - TFP
The Issue
PREAMBLE
We, Indigenous Peoples of Turtle Island and Foundational Black Americans descended from US chattel slavery 1619-1865, declare our distinct ethnic and political identities. After slavery, and erasure, we seek delineation, repair, and sovereign partnership.
ARTICLE I: WHO WE ARE
1. Indigenous Nations: Federally recognized, state recognized, and landless descendants of original US peoples.
2. Foundational Black Americans - FBA: Persons with documented ancestry to US chattel slavery pre-1865.
Together: _The Foundational Black American Communities_
ARTICLE II: DEMANDS TO THE UNITED STATES
1. Federal Recognition: "Foundational Communities" as a distinct ethnic/political group in the Census and law.
2. The Foundational Party - TFP: Legal party status with ballot access and public funding.
3. Treaty Commission: 12 Indigenous + 12 FBA delegates to negotiate reparations, land, and autonomy.
4. The Foundational Party Values:
- Group Economics: DEI initiatives, co-ops, Helping the Poor.
- Community Investment: Youth Programs and Crime intervention. Council-run zones in cities + reservations.
- Education: trade academies, history archives and work shops.
5. We want Legal IDs that Show that we are Black Americans
ARTICLE III: REQUEST TO AFRICA + AFRICAN UNION
1. Honor Delineation: Recognize FBA as a distinct Diaspora Nation, not "immigrants".
2. Diaspora Rights: Optional citizenship, land, and business rights for verified descendants.
3. Economic Partnership: AU + TFP joint fund. Mutual investment.
4. Cultural Restitution: records, and genealogy support.
ARTICLE IV: TFP STRUCTURE
Mission: Self-determination for Foundational Communities + allied marginalized groups.
Pillars: Group Economics, Community Investment, Education
Governance: Council of Elders + Elected Reps. 50/50 Indigenous + FBA leadership.
ARTICLE V: CLOSING
We seek not to divide America, but to be made whole in it. And to stand as partners with Africa.
The debt is unpaid. The people remain. The time is now.
