Defund dog and cat testing at the National Science Foundation

The Issue

Dogs and cats don’t belong in labs — and taxpayers shouldn’t be forced to fund their suffering.

But right now, the National Science Foundation (NSF) and National Institutes of Health (NIH) are still using your tax dollars to fund horrific, unnecessary experiments on dogs and cats. These include:

  • Repeated drug injections into puppies’ eyes
  • Deliberate breeding of kittens to create debilitating disorders
  • Auburn University’s kitten mill, where cats are bred to suffer from paralysis, vision loss, tremors, and early death

Enough is enough.

Thanks to Rep. Nancy Mace and advocacy from White Coat Waste (WCW), Congress now has a chance to stop this cruelty.

Rep. Mace has introduced an amendment to defund dog and cat testing at the NSF, building on recent victories that eliminated similar experiments at the Department of Veterans Affairs and the Pentagon. She’s also co-leading the bipartisan PAAW Act, which would end NIH-funded dog and cat testing entirely.

We stand with her.

We’re calling on:

  • Congress to pass Rep. Mace’s amendment and the Protecting Animal Abuse and Waste (PAAW) Act
  • The NSF and NIH to permanently ban all experiments on dogs and cats
  • The Trump administration to fully phase out dog and cat testing across all federal agencies.

This is not about science — it’s about accountability. More than 70% of Americans oppose animal testing on pets. There are better methods, stronger ethics, and absolutely no justification for this cruelty.
