MANIFESTO OF SOVEREIGNTY, JUSTICE & FREEDOM                       

MANIPESTO NG SOBERANYA, HUSTISYA AT KALAYAAN

Whereas, on March 11, 2025, Former President Rodrigo Duterte was arrested by Philippine authorities following a secret arrest warrant issued by the International Criminal Court (ICC), accusing him of crimes against humanity;

(Samantalang, noong Marso 11, 2025, inaresto ng mga awtoridad ng Pilipinas si Dating Pangulong Rodrigo Duterte matapos ang isang lihim na warrant of arrest na inisyu ng International Criminal Court (ICC), na inaakusahan siya ng mga krimen laban sa sangkatauhan);

Whereas, his arrest and subsequent transfer to The Hague violated his fundamental rights, as he was not given the opportunity to subject the ICC warrant to judicial review in a local court, nor was he shown a physical copy of the warrant upon his apprehension;

(Samantalang, ang kanyang pag-aresto at agarang paglilipat sa The Hague ay isang paglabag sa kanyang mga pangunahing karapatan, dahil hindi siya binigyan ng pagkakataong ipasuri sa lokal na korte ang warrant ng ICC, at hindi rin siya ipinakita ng pisikal na kopya ng naturang warrant noong siya ay inaresto);

Whereas, these actions contradict President Ferdinand Marcos Jr.’s previous declarations that the Philippines does not recognize the ICC’s jurisdiction, yet law enforcement agencies proceeded with the arrest and surrender;

(Samantalang, ang mga hakbang na ito ay salungat sa naunang pahayag ni Pangulong Ferdinand Marcos Jr. na hindi kinikilala ng Pilipinas ang hurisdiksyon ng ICC, subalit nagpatuloy pa rin ang mga ahensiya ng gobyerno sa pag-aresto at isinuko ang pangulong Duterte);

Whereas, the unconstitutional and illegal arrest has sparked widespread backlash among Former President Duterte’s supporters, family, and allies, leading to a petition before the Supreme Court challenging the government’s actions;

(Samantalang, ang labag sa konstitusyon at ilegal na pag-aresto ay nagdulot ng malawakang pagtutol mula sa mga tagasuporta, pamilya, at kaalyado ni Dating Pangulong Duterte, na nagresulta sa isang petisyon sa Korte Suprema na kinukwestyon ang mga aksyon ng gobyerno);

Whereas, the arrest of Former President Duterte undermines the sovereignty of the Philippines and the credibility of its justice system, which has already demonstrated its ability to prosecute and incarcerate high-ranking officials, including former Presidents and Senators;

(Samantalang, ang pag-aresto kay Dating Pangulong Duterte ay isang tahasang pagyurak sa soberanya ng Pilipinas at sa kredibilidad ng sistema ng hustisya ng bansa, na napatunayan nang may kakayahang litisin at ikulong ang mga matataas na opisyal, kabilang ang mga dating Pangulo at Senador);

THEREFORE, WE DECLARE THAT:                                                   

KAYA’T AMIN IDINIDEKLARA NA:

1. The arrest of Former President Rodrigo Duterte was illegal, as confirmed by Philippine National Police - Criminal Investigation and Detection Group (PNP-CIDG) General Torre, who admitted he was unaware of the Supreme Court petition at the time of the arrest.     

(Ang pag-aresto kay Dating Pangulong Rodrigo Duterte ay ilegal, ayon na rin sa pahayag ni PNP-CIDG General Torre, na umamin na hindi niya alam ang petisyon sa Korte Suprema sa oras ng pag-aresto).

2. The constitutional rights of Former President Duterte—liberty, due process, freedom of abode, and protection against illegal arrest—were grossly violated by the actions of the PNP-CIDG and other government agencies.                                                                           

(Ang mga karapatang konstitusyonal ni Dating Pangulong Duterte—kalayaan, due process, karapatang mamuhay nang malaya, at proteksyon laban sa ilegal na pag-aresto—ay lubos na nilabag ng PNP-CIDG at iba pang ahensiya ng gobyerno).

3. The arrest disregarded procedural and substantive due process under the Philippine Constitution and laws, including Republic Act 9851 (Philippine Act on Crimes Against International Humanitarian Law).

(Ang pag-aresto ay tahasang paglabag sa due process, ayon sa Konstitusyon ng Pilipinas at sa mga batas tulad ng Republic Act 9851 (Philippine Act on Crimes Against International Humanitarian Law)).

4. Even under the Rome Statute, which the Philippines is no longer a party to, the ICC and Interpol failed to follow proper procedures for arrest and surrender under Articles 58 and 59.                    

(Kahit sa ilalim ng Rome Statute, na hindi na saklaw ng Pilipinas, nabigo ang ICC at Interpol na sundin ang tamang proseso ng pag-aresto at pagsuko ayon sa Artikulo 58 at 59).

5.Former President Duterte requires urgent medical attention and must be returned to the Philippines for proper care.                       

(Kailangan ng agarang medikal na atensyon ni Dating Pangulong Duterte at dapat siyang ibalik sa Pilipinas para sa tamang pangangalaga).

THEREFORE, WE RESOLVE TO:                                                       

KAYA’T AMIN IPINAPASIYA NA:

1. To call upon President Bongbong Marcos and all government officials to uphold justice, the rule of law, and our Constitution, or if not, call upon the immediate resignation of the president for betraying the trust of the Filipino people by violating the Constitution and betraying the nation's autonomy and sovereignty 

(Manawagan kay Pangulong Bongbong Marcos at sa lahat ng opisyal ng gobyerno na ipatupad ang hustisya, igalang ang batas, at sundin ang ating Saligang Batas, o kung hindi, manawagan ng agarang pagbibitiw ng pangulo dahil sa pagtataksil sa tiwala ng sambayanang Pilipino sa pamamagitan ng paglabag sa Saligang Batas at pagsira sa kasarinlan at soberanya ng bansa).

2. Demand the repatriation of Former President Rodrigo Duterte and that any legal proceedings against him be conducted under the jurisdiction of Philippine courts.

(Hilingin ang agarang pagpapauwi kay Dating Pangulong Rodrigo Duterte at tiyakin na ang anumang legal na proseso laban sa kanya ay isasagawa lamang sa mga korte ng Pilipinas).

3. Mobilize all peace-loving and justice-seeking Filipinos to gather in prayer and peaceful protest against the violations of our rights, freedoms, and public trust by the Marcos administration.

(Hikayatin ang lahat ng mapayapa at makatarungang Pilipino na magkaisa sa panalangin at mapayapang protesta laban sa pagyurak sa ating mga karapatan, kalayaan, at tiwala sa pamahalaan na ginawa ng administrasyong Marcos).

4. Campaign and vote for all candidates endorsed by Former President Duterte in the upcoming May 12, 2025 elections, from Senators to Local Officials, and protect our votes from any form of electoral fraud.

(Aktibong suportahan at bumoto para sa lahat ng kandidato na inendorso ni Dating Pangulong Duterte sa darating na halalan sa Mayo 12, 2025—mula sa Senado hanggang sa mga Lokal na Opisyal—at tiyaking mapoprotektahan ang ating mga boto laban sa anumang pandaraya).

5. Take necessary and appropriate actions should the Marcos administration engage in electoral fraud or any further abuse of power.

(Gumawa ng kinakailangang hakbangin sakaling ang administrasyong Marcos ay muling magsagawa ng pandaraya sa eleksyon o magpatuloy sa pang-aabuso ng kapangyarihan).

In defense of Philippine sovereignty, justice, and democracy, we stand united.
(Sa pagtatanggol ng soberanya, hustisya, at demokrasya ng Pilipinas, tayo ay naninindigan nang nagkakaisa).
