Whereas:

• Homelessness in Canada has reached levels that many municipalities can no longer manage through local and provincial resources alone;

• Thousands of Canadians are sleeping outdoors in freezing weather, unhealthy conditions, risking severe injury or death;

• Community shelters and support services are overwhelmed and operating beyond capacity;

• The situation has escalated to a point where municipalities, frontline workers, and community organizations are calling for federal intervention;

• Canada’s Charter and human rights commitments include ensuring basic safety, dignity, and protection for all residents.

Therefore we, the undersigned, urgently call on the Government of Canada to declare homelessness a national humanitarian crisis and to immediately deploy federal services and emergency resources in support of municipalities dealing with homelessness.
