The South Australian Department of Education and Child Development requires the written consent of both parents in order to give approval to home educate a child (“the two signature rule”). The only exceptions to this circumstance are if the Family Court has given one parent sole parental responsibility or if one parent has died (a death certificate must be provided). This is in contrast to their policy that allows children to be enrolled in school with the consent of just one parent. The requirement for the consent of both parents to home educate has caused considerable distress to many families. This is particularly the case where there has been a history of domestic violence. This survey aims to collect the experiences of South Australians with the two signature rule in order to assist in lobbying the South Australian government to allow home education with the consent of only one parent.
The following questions are for parents who have found it impossible, difficult or distressing to home educate in South Australia because of the two signature rule.
