There should be a distinction between house pets and farm animals.  Peppers Law would change the law regarding house pets.  Currently in the state of Florida they are considered property.  Medical Malpractice needs to considered in case's involving family pets. Our Pepper had major surgery.  During that surgery her colon was nicked.  She suffered for 3 months till we found out what was wrong with her. She died as a result.  The doctor should be held accountable for her injury's.  2 test would have shown, if there were any complications from procedure. I had to seek out a different vet.  But it was too late.
