The Ephrata PA police have charged a man with overburdening a horse with pulling a wagon loaded with watermelons plus two men and then beating the horse until it collapsed on the roadway. He then continued to cruelly beat the dying horse by kicking it, punching its head, and pulling on it. A shocked motorist brought police to the scene. Although emergency personnel showered the horse with 1000 gallons of water over several hours to cool it, the poor tortured creature eventually required euthanization. God only knows what this precious creature's life was like prior to this agonizing end.  Animal abuse laws in Pennsylvania  MUST be changed so that the abuser's sentence is commensurate with the suffering of their victims, who so often are either killed or permanently disabled, physically and mentally.  We the undersigned encourage  PA legislators to take a close look at the laughable sentences imposed upon the persons who commit these  heinous acts.  We want to see change enacted that will bring animal abuse crimes to the level of child abuse and elderly or disabled adult abuse laws. Reference Psalm 36:6 ESV / 2: "Your righteousness is like the mountains of God; your judgments are like the great deep; man and beast you save, O Lord."  Help us to prevent any animals from enduring torture. Prosecute these unconscienced criminals more fully. Change our protection of animal protection laws. Change our criminal animal abuse sentencing laws.
