On April 7, 1992, 36-year old Andrew Lee Harper died in police custody in Painesville, Ohio. His death was ruled a heart attack with "no evidence of trauma" though the chokehold and excessive use of force used on him prior to his death or the blood coming from his nose and mouth was never mentioned.

•  Andrew was placed in a chokehold for untold minutes while his wrists and ankles were handcuffed. Also, while in a chokehold and handcuffed at the wrist and ankles, two additional officers held his back and legs down. A chokehold. Handcuffed. Held Down. 
• One eyewitness heard one of the officers direct another officer to, “choke him!”
• One eyewitness says it "looked like they ran over the man!
• Andrew was in a chokehold and restrained as stated above for several minutes before the paramedics arrived. 
• Andrew was still in a chokehold and motionless when the paramedics arrived. 
• Andrew was in a chokehold for "several minutes" after paramedics arrived.
• The officer restraining Andrew vascularly held the chokehold until he himself said, "something had changed, he loosened up." Immediate exam revealed "no respiration or detectable pulse."
• One eyewitness heard Andrew's last breath as a "sigh like expelling when you give up."
• Pre-autopsy, postmortem photos reveal he suffered EXTENSIVE trauma inconsistent with the coroner's findings.
