Governor Malloy, your new budget hurts the children who need us most by cutting state funding for important after-school and summer learning opportunities, including all funding for the Boys & Girls Clubs in Connecticut and other programs serving at-risk children.

We are asking that you reinstate this funding, allowing these programs to continue progress toward overcoming the achievement gap in Connecticut.

Connecticut has the largest achievement gap in the United States. After-school and summer learning programs are highly effective ways to overcome this gap, yet they remain severely underfunded.

Numerous studies have found that high quality after-school programs improve academic success. Students participating in a high quality after-school program went to school more, behaved better, received better grades and did better on tests compared to non-participating students.

Teens who do not participate in after-school programs are nearly three times more likely to skip classes than teens who do participate. They are also three times more likely to use drugs. They are more likely to drink and smoke.  

After-school programs reduce the incidence of teen pregnancy by encouraging them to make good decisions and providing them with positive role models in a supervised and nurturing setting.

Leading researchers have determined that a very significant portion of achievement gap between lower and higher income youth results from unequal access to summer learning opportunities.

The achievement gap places a huge weight on the CT economy and the CT budget. Programs like the ones found at the Boys and Girls Clubs are investments with exceptional returns to taxpayers.
