The motorists of Queensland, NSW and Victoria are suffering under the unnecessary financial burden of TOLL ROADS, when our taxes have PAID FOR THESE ROADS MANY TIMES OVER.  Many motorists have to pay an additional cost of $70, $100, and more, each week – while still paying registration and licencing fees, as well as the fuel excise levy.

WE CALL ON GOVERNMENTS IN QLD, NSW AND VICTORIA TO END THE PRIVATISATION DEALS WITH THE TOLL COMPANIES, REMOVE ‘NON-PAYMENT OF TOLLS’ AS A TRAFFIC OFFENCE, AND ALLOW US TO FREELY TRAVEL ON ALL OUR ROADS AND BRIDGES.

The Truth About Road Funding

For every litre of fuel you pay 41.2 cents in excise duty, PLUS 10% GST to government.  So for a litre of petrol selling at $1.40, you are paying 55 cents – more than a third of the cost -  in tax!  This is on top of the money we pay in registration, licencing, and other fees! 

The NRMA has calculated that of all the money raised – supposedly “for roads and infrastructure” – barely 25% is actually spent on roads, the rest goes into general revenue!

Follow the Money

With such huge amounts of income being generated daily from tolls, where does all your toll money go?  Many people wrongly believe that the tolls you pay actually go to fund the roads – they don’t.  According to SMH business writer Michael West, the money goes : "Basically, to the owners of  the toll companies, some of whom aren't even in Australia for tax purposes. (Apologies if that's shattered your "I'm funding better roads dream.")" SMH 11/8/15

Likewise, researcher Dr. Cameron Richards notes :“Few members of the public are aware of the extent of how little of all toll fees paid actually goes into public roads, whilst Transurban make massive cash profits and extends its road ownership and control (Myer, 11/2/2016)”

So our tolls don’t go to building better roads – they go into the coffers of the toll operators, much of it to their executive team who are all living lives of luxury on multi-million dollar salaries, on the back of our toll payments!  A report in the Guardian in October, revealed that Transurban’s CEO, Scott Charlton, pocketed $7 Million in salary and bonuses last year.

Toll Roads Are Inefficient and Aggravate Congestion

Former RACQ president, Julie-Anne Schafer, has said : “Tolls discourage efficient use of resources, both at off-peak and peak times. … The toll undermines the congestion-alleviating potential of the new road, and the efficiency of use of new and existing roads.”

Exposing the Rort in Queensland

The Gateway Bridge originally cost $140 million, and was completed in January 1986.  Now with over 40 million tolled trips every year the toll operator is earning over $380 million EACH YEAR  – for a road that only cost $140 million in the first place!!

The Logan Motorway originally cost $183 million, and was completed in December 1988.  With over 51 million tolled transactions it is raking in over $400 million EACH YEAR – for a road that only cost $183 million in the first place!!

Importantly, the then Premier of Qld, Joh Bjelke-Petersen, stated unequivocally that when the Gateway Bridge and Logan motorways were paid off (after 30 years of tolls) then the tolls would go.  Well, 30 years was up for the Logan motorway on 18th December last year, and it was 33 years on the 11th January for the Gateway bridge ….. so it’s time to keep the promise.

Surely the public promise of the Premier of the state can be taken as a binding contract with the motorists of Qld, so we call on the current Premier to honour that contract.

The Toll Rort in NSW

Christopher Standen, Transport Analyst at Sydney University, has exposed the recent decision by the NSW government to sell 51% of WestConnex — the nation’s biggest road infrastructure project — to a consortium led by toll company Transurban, as “the biggest misuse of public funds for corporate gain in Australia’s history.”

He estimates the NSW government is pumping more than $23 billion worth of cash, public assets, enabling works and incentives into WestConnex, plus as part of the $9.3 billion deal, the government has agreed to plough $5.3 billion of the sale proceeds back into WestConnex. It’s recouping just $4 billion by selling majority ownership.

“This translates to a financial return of 34 cents for every dollar spent.  On any measure, the WestConnex sale is not in the public interest. The billions of dollars ploughed into the scheme would have been better spent on worthwhile infrastructure or services that improve people’s lives.

Motorists who cannot afford the new tolls on the M4 ($2,300 a year) and M5 East ($3,100 a year) will have to switch to congested suburban roads. This will mean longer journey times — especially with the removal of traffic lanes on Parramatta Road”, he said.

The Toll Rort Began in Victoria

Even former Victorian Premier Jeff Kennett - the very person who okayed the initial Citylinks toll agreement with Transurban, now says : “Money, instead of going to government [for new roads as well as to maintain existing infrastructure], is going to the private sector; that is a total waste”.

Motorists Owe Billions in Fines

According to Michael Fraser writing in the Scandal : ”Australian motorists have over $1 billion in outstanding toll penalties”. 

Likewise Dr. Cameron Richards has discovered “Toll fines were the main $250 million focus of ballooning SPER debts of more than $1 billion which have caught out many Queenslanders unable to pay as well those refusing to pay more as a matter of principle than a case of real evasion. This has led to recent big brother moves by governments to accelerate and automatize the process of dispossessing people of their cars and related actions.

What is particularly concerning about these issues is that many of the fees and infringements came about due to system errors and lack of communication from Transurban, or innocent customer oversights that even the most diligent motorist can make.”

And in so doing are driving ordinary, law-abiding motorists into unreasonable debt and depression.  How do you fight the state when you are just one person?  It’s easier to simply pay the fine, which is what most people do.

No Toll Roads in Other States

There are no toll roads in Western Australia. 

There are no toll roads in South Australia.

There are no toll roads in Tasmania …….

nor in the Northern Territory …….

nor in the ACT!

How are governments in those states able to fund their roads without tolls?  Is it because both the ALP and LNP in Qld, NSW and Victoria  are just financially inept, or are they lying to us?

Thirty years ago there were no toll roads in Queensland, and prior to that we were able to fund our roads for a hundred and fifty years without tolls.  So how come it is so different now, when there is a much larger population paying even more in registration, fuel excise and other fees?

When the LNP, and the ALP, and government bureaucrats tell us the we ‘have to pay tolls to fund our roads’, they are simply lying.

So what is the truth?

The truth is that motorists are being royally rorted by this privatised toll road system.  They claim that the toll roads are a ‘user pays’ system – but we road users have well and truly paid for these roads many times over.

This is the truth that the LNP and ALP don’t want you to know.
