Halton Council agrees new Mersey Gateway Tolls Order
As you know the Adjudicator at the Traffic Penalty Tribunal has decided that the Mersey Gateway tolls and penalties are illegal. To try and wriggle out of the mess, Halton Council met on Wednesday night and passed a new Charging Order. This was done in minutes, with no debate and no one voting against it. Most of us who went there to lobby were refused permission to go into what was supposed to be a meeting open to the public.
We learnt today that to cap everything else, the Order that they agreed was not the one that was consulted on and which was on the original agenda for the meeting. They had received suggestions from the Tribunal and had made last minute changes to the Order.
It seems that the toll tax gatherers think that they can do whatever they like.

Public campaign meeting on Wednesday 25th April
We are having an open meeting in Widnes on Wednesday, 25th April 25. We have some ideas but we also want people's views as to how we can best take on and beat the tolls. The focus is likely to be on the new bridge tolls, but you can raise the issue of the Tunnels tolls.
The meeting is expected to last some hours so it's a case of its better to get there after it starts - at 7pm - than to never come at all.
The venue is the Mill Brow Snooker & Social Club, Mill Brow, WA8 6RT, Widnes.
Appeals and refunds
Our last message urged you to appeal against any penalty notice that you may receive. Apart from any other reason you may have, all you need to say is that "According to the Traffic Penalty Tribunal, there has been a procedural impropriety on the part of the Charging Authority. There is no toll payable".
We also urged you to write to Merseyflow demanding repayment of all the tolls and penalties that you have paid up to now. It may have more effect if you write to / email Halton Council. Their general email address is hdl@halton.gov.uk. They will probably say 'no', but keep at them, and keep all your emails.
