Cut off State Funding to MS City/Municipalities/Schools who refuse to fly MS State Flag

Mississippi Code of 1972 Section 37-13-5 states that "The flag of the State of Mississippi and the flag of the United States shall be displayed in close proximity to the school building at all times during the hours of daylight when the school is in session when the weather will permit without damage to the flag. It shall be the duty of the board of trustees of the school district to provide for the flags and their display."
We the people of Mississippi demand an answer to both the cities and Universities refusing to fly the Mississippi Flag voted on by the tax payers from taking tax dollars provided by the State of Mississippi in the form of State Funding. While Cities and Municipalities aren't listed in the above statute, We the people of Mississippi request that a similar statute be added to the State Legislature adding the mentioned additions for cities and municipalities receiving State Funding. We the people of Mississippi see that there is no other way of enforcement other than issuing a 30 day notice to conform followed by a 10% reduction in funding if not conformed upon within 30 days, followed by an additional 10% reduction for each subsequent month thereafter of not conforming with both the State Legislature. The 1st Amendment of the US Constitution guarantees petitioning for a governmental redress of grievances. This matter is certainly a grievance as the flag that was voted in by almost 65% of Mississippi Voters and Taxpayers in 2001 has been challenged in a non-democratic, and frankly an unconstitutional way by cities and Universities in the State of Mississippi.
