

Another day of abusive behaviour by the police.
My father & carer went to Wandsworth Police Station to ask the custody sergeant for verification of the rules under which they believe the bail period is 'automatically frozen' whilst papers are with the CPS.
The notice on the door said Wandsworth was closed to the public and that anyone attending for bail needs to go back to talk to their arresting officer.
So this is just further evidence that my OIC has been lying to me about his rights to treat bail as automatically frozen (NB if that was true he would not have to keep giving me new dates).
I regard wilful breach of the law to be a crime, so I reported this to 101. I told them that I wanted to report it as such.
Nobody listened despite ringing three times. Eventually a sergeant rang me back just to repeat the same lie and then put the phone down on me.
For those of you interested in the detail, unless I have been designated as a terrorist or equivalent, the only otter correct way PACE allows bail to be continued beyond 9 months is covered by section 47ZE. That says that an officer of the rank of Commander or above believes bail should be extended and before doing so had satisfied himself the A-D conditions had been satisfied (which as mentioned before they clearly hadn't), had obtained from the DPP written confirmation that they regarded my case as exceptionally difficult or complicated (and how would he know that if the CPS didn't already have the papers), that I should have been notified that that decision was being contemplated and I should be given the chance to make representations as to why it is not so.
All those actions must take place before the end of the 9 month initial period which has long past.
Totally unbelievable that 47ZE should involve such a complicated procedure for extension beyond nine months, if it was also true that it was wholly unnecessary because all that was required was for the papers still to be with the CPS for a charging decision.
I had to take more diazepam and go to bed.
