Scrap Occupational Permit

Scrap Occupational Permit
The Issue
The local government of Quezon City is milking money from everyone who works within its boundaries. Out of all the 4 cities I have worked in, only in QC am I required to comply such nonsense in the form of this "permit." As if paying tax is not enough, the occupational permit is an annual thing. But what for? Why do I need a permit to work in my own country?
As of 2018, per the QC website, among the requirements are as follows: NBI or Police Clearance, Cedula, Health Card or Health O.R., Yellow Card (entertainers/therapist), Waivers for PRC Holders, and a 75-150 fee depending on the occupation. Think about this: the QC government can collect up to 400 pesos or more for each person. (there's even a 20 peso fee for a photo---for a photo!) without providing any explanation or justification in their website (its obsolete page is not even up and running except for that one that contains the steps on how to obtain the permit). The only attempt to explain this form of corruption is by a visual presentation hosted by Emaze. The aim of requiring workers the permit is to "[a] attain simplicity and effeciency, and [b] ensure that every employee in Quezon City are [sic] recognized by the local government for ensuring, evaluation and assessment." Can they sound any more pretentious and vague than that? They can't even get their heads around grammar rules. The question is, where does the collection go? Imagine those who can't afford to shell out such amount. You know what's more unclear? Those that hold managerial positions are excluded from getting the permit owing to the sketchy sounding Collective Bargaining Agreement. What's clear is that this is atrocity to employees, and it must end! Please help drive this cause by signing this petition, if you care at all, that is.
