Asunto: Solicitud formal para declarar al régimen dictatorial de Cuba como gobierno terrorista

Estimado Presidente Trump y Honorable Senador Rubio:

Reciban un respetuoso saludo.

Nos dirigimos a ustedes como ciudadanos profundamente preocupados por la amenaza creciente que representa el régimen dictatorial de Cuba, vigente desde hace 66 años. Con base en su historial represivo y su vinculación con actores internacionales hostiles, solicitamos formalmente que dicho régimen sea designado como Estado Terrorista.

A lo largo de más de seis décadas, el régimen comunista cubano ha cometido innumerables violaciones a los derechos humanos, utilizando el terror de Estado como herramienta de control social. Entre los crímenes más atroces se encuentran:

El hundimiento del remolcador “13 de marzo” (1994), donde murieron 41 personas, incluidos niños, por fuerzas del régimen que impidieron su escape.
El derribo en 1996 de las avionetas de “Hermanos al Rescate”, en aguas internacionales, asesinando a cuatro civiles, dos de ellos ciudadanos estadounidenses.
La masacre de Río Canímar (1980), en la que decenas de cubanos fueron asesinados por intentar escapar del país por vía fluvial.
Las protestas del 11 de julio de 2021, reprimidas con extrema violencia, dejando cientos de detenidos, torturados y condenados a largas penas por ejercer su derecho a manifestarse.
Los actos terroristas perpetrados por el Movimiento 26 de Julio antes y después de 1959, incluyendo atentados con bombas y asesinatos políticos.
Los fusilamientos masivos durante los primeros años de la dictadura, como método de consolidación del poder por medio del terror.
Más allá de su represión interna, el régimen cubano mantiene estrechas relaciones estratégicas con gobiernos y actores abiertamente hostiles a los Estados Unidos, como Irán, Rusia y China, lo que representa una amenaza directa a la seguridad nacional. Estas alianzas incluyen:

Colaboración militar, tecnológica y de inteligencia con Rusia y China, permitiendo presencia y vigilancia extranjera cerca del territorio estadounidense.
Alianzas con el régimen de Irán, acusado de financiar y coordinar acciones terroristas globales.
Complicidad ideológica y logística con grupos como Hamás, Hezbolá, Al Qaeda y otros actores extremistas, brindándoles cobertura, formación o legitimación en foros internacionales.
Estas relaciones convierten a Cuba en una plataforma geopolítica de alta peligrosidad para el hemisferio occidental, desde donde se pueden coordinar actividades de espionaje, desinformación, ciberataques y apoyo al terrorismo internacional.

A esto se suma la grave crisis económica y humanitaria que atraviesa el país, donde más del 80% de la población vive en pobreza extrema, sin acceso a alimentos, medicinas ni derechos fundamentales. La represión, la censura y la vigilancia continúan siendo la norma, afectando incluso a niños, ancianos y mujeres por igual.

Por todo lo anterior, solicitamos con urgencia que se declare oficialmente al régimen de Cuba como un gobierno terrorista, y se actúe con firmeza diplomática y legal para aislar y sancionar a esta dictadura, que no solo oprime a su pueblo, sino que exporta ideología, métodos y alianzas que atentan contra la libertad y seguridad del mundo democrático.

Confiamos plenamente en su liderazgo, compromiso con la verdad y defensa de los principios de la libertad.

Subject: Formal Request to Designate the Cuban Regime as a State Sponsor of Terrorism

Dear President Trump and Senator Rubio,

We respectfully address you as concerned citizens deeply alarmed by the ongoing threat posed by the Cuban regime, which has held power through authoritarian means for more than 66 years. Based on its extensive record of repression, human rights violations, and its current geopolitical alliances with hostile regimes, we urge you to take immediate action and Officially designate the Cuban government as a terrorist state.

For over six decades, the communist dictatorship in Cuba has engaged in systemic oppression and state-sponsored violence. Some of the most egregious acts include:

The 1994 sinking of the "13 de Marzo" tugboat, where 41 civilians — including women and children — were deliberately killed by Cuban government forces for attempting to flee the island.
The 1996 shootdown of "Brothers to the Rescue" civilian aircraft over international waters, resulting in the murder of four unarmed civilians, two of whom were American citizens.
The 1980 Canímar River massacre, where a boat carrying civilians attempting to escape was brutally attacked by Cuban security forces.
The July 11, 2021, peaceful protests, where thousands of Cubans took to the streets demanding freedom and were met with violent repression, arbitrary detentions, torture, and severe prison sentences.
Numerous terrorist acts committed by the 26th of July Movement, which used political violence and bombings during its rise to power.
The mass executions in the early years of Fidel Castro’s rule, used as tools of terror to consolidate control.
Beyond its internal repression, the Cuban regime maintains strategic alliances with authoritarian governments such as Iran, Russia, and China — alliances that pose a clear and present danger to the national security of the United States and the stability of the Western Hemisphere.

Cuba has cooperated militarily and in intelligence matters with Russia and China, enabling foreign surveillance and influence near U.S. borders.
It has also deepened ties with Iran, a known state sponsor of terrorism with global networks.
Moreover, the regime has shown ideological and logistical sympathy with terrorist groups like Hamas, Hezbollah, Al-Qaeda, and others, offering safe haven, training, or political backing in international forums.
These connections make Cuba a geopolitical hub of instability and subversion, serving as a base for espionage, cyber warfare, disinformation, and potential terrorist coordination against democratic nations.

Meanwhile, the Cuban people remain trapped in a humanitarian catastrophe. Over 80% of the population lives in extreme poverty, lacking food, medicine, electricity, and basic freedoms. Censorship, surveillance, and violent repression remain daily realities for those who dare to dissent.

Given the severity and scope of these issues, we respectfully request that the United States formally designate the Cuban regime as a State Sponsor of Terrorism, and take concrete diplomatic and legal actions to isolate and sanction this dictatorship, which not only represses its own people but enables threats to global peace and security.

We trust in your leadership, your commitment to truth, and your unwavering defense of liberty and justice.
