The Petition:
We, the undersigned, respectfully request that you proceed with the charges against Adrian Foster, 25, as indictable offences and, if he is convicted, recommend the maximum penalty under the law, including prohibiting the accused from owning, having the custody or control of or residing in the same premises as an animal or a bird for the rest of his life. 

Background:
On Monday, November 7, 2016, a man allegedly threw a 2-year-old Beagle from a 7th-floor apartment balcony in Scarborough, Ontario. Adrian Foster, 25 years old, has been charged with killing/maiming/wounding a dog and willfully causing unnecessary suffering to an animal.
