Create an Allegheny County 311 reporting system similar to the City of Pittsburgh 311

The Issue

Unfortunately, being able to file a police report or a complaint is not for everyone. Victims find themselves further victimized when turned away by the police due to discrimination, and other unfair actions.

Within the Pittsburgh PA USA metro area it is estimated that there are at least 100,000 people living here who were born in Europe or Eastern Europe along with their children.  Living here in constant fear and intimidation in a foreign country they were forced to come to during wars and conflicts and other forceful acts.  This is an example of a large vulnerable population without a voice, who live in constant fear, being exploited, terrified of police stations and government offices, living in hiding.  These persons would not dare to go near a police station, living in constant fear with language barriers, living in an underworld in hiding, voiceless here in the Pittsburgh PA USA area in Allegheny County.

Personally, I've encountered numerous hurdles. I have often been unable to file reports and complaints because local police and government offices are not accessible or welcoming, even refusing to accept police reports and other complaints due to discrimination. I am from Eastern Europe originally and I live in constant fear due to intense intimidation I experience daily in Allegheny County of Pittsburgh PA USA.

This is why creating and or expanding the city of Pittsburgh's 311 reporting system to cover all of Allegheny County is essential. Pittsburgh's 311 online reporting system allows residents to report issues such as safety concerns, road hazards, infrastructure problems, and other violations of law and safety.

People can take pictures of issues using their phones and submit them online safely using their phones using photos and documents as proof. Any issue such as harassment, bullying, road hazards, fear and intimidation, abandoned properties, anything at all. 

After submitting a 311 issue, concern, or complaint the person submitting would receive an email receipt copy of their submission with an estimated timeframe of resolution.

However, this crucial resource is unavailable to those living outside the city limits. A county-wide system would bridge this gap, offering a direct, accessible path for anyone in Allegheny County to file police complaints, submit photographic evidence, and document any violation or issues they are facing using their phones and submit them online safely using their phones.

This can be a tremendous help for people facing language barriers.  People with barriers are often targets and are often afraid to go to police stations. However, using their phones to submit reports using photos, these barriers could be lifted enhancing safety for everyone.

A county-wide 311 system would standardize the process for submitting complaints, ensuring that all residents receive equitable treatment when addressing their concerns.

It would foster collaboration among different municipalities, optimizing resources to create a more unified and effective approach to community issues.

To turn this vision into a reality, we urge the Allegheny County Council and relevant authorities to allocate funding and resources to create a county  311 system similar to the City of Pittsburgh's.

It's not just a matter of convenience but a necessity for equitable accessibility and enhanced public safety throughout the county.
