Here is the reply I received from Wesgroup, more specifically from the Vice-President of Development:

We sincerely appreciate your outreach and the expression of your desire for an off-leash dog park adjacent to the new master-planned community. We understand and share your enthusiasm for dogs, and we commend your dedicated efforts in organizing the petition.
It is important to note that the design and implementation of the park space, spanning over 25 acres across the River District, falls under the jurisdiction of the City of Vancouver Park Board. They have complete control over the entire process, including the park's design and delivery. In order to have a direct impact on the park's design and programming, we encourage you to engage directly with the City Park Board. Reach out to both the members of the Park Board and their staff, as they would greatly appreciate your ideas and concerns regarding the park design.
Additionally, we suggest engaging with City Council members to further support your cause as you have mentioned. Their involvement and influence can bring Staff’s attention and City resources to South Vancouver which is greatly needed.
Rest assured, we fully support your efforts to collaborate with the City in establishing a welcoming environment for our four-legged friends. We strongly encourage you to contact the City and share your petition with them, as they would be the appropriate authority to address your concerns.
