Recognize Animals as Sentient Beings, Not Property.
The Issue
Subject: Legally acknowledge the sentience of non‑human animals to ensure moral, ethical, and scientific justice.
PETITION TO THE UNITED STATES CONGRESS
Our request
We call upon the United States Congress to introduce and enact federal legislation recognizing animals as sentient living beings and establishing a legal status that extends beyond their traditional classification as property.
Why this matters
Animals are living beings capable of experiencing pain, fear, distress, comfort, and other subjective states. Scientific understanding of animal sentience has advanced considerably, and our laws should reflect that knowledge.
Although the United States has enacted laws protecting animals in particular circumstances, federal law does not establish a comprehensive legal status that expressly recognizes animal sentience and consistently reflects its implications.
An animal’s capacity to suffer does not depend on its monetary value, usefulness, or ownership. Animals have interests in their own welfare that deserve meaningful legal consideration.
Recognizing animals as sentient beings does not mean treating them identically to humans. It means acknowledging that they are not inanimate objects and that ownership should not override legally protected interests in their welfare.
What we are asking Congress to do
We respectfully call upon Congress to:
Recognize animal sentience in federal law, based on established scientific evidence.
Establish a distinct legal status beyond ordinary property, recognizing animals as living beings with legally protected interests.
Strengthen protections against legally prohibited cruelty, neglect, and avoidable suffering.
Establish clear responsibilities, enforcement mechanisms, and appropriate legal remedies.
Review and update existing federal laws to ensure that this recognition has meaningful legal consequences.
We ask Congress to develop this legislation with input from scientific, veterinary, legal, and animal-welfare experts, ensuring that it is enforceable, constitutionally sound, and effective.
Add your voice
Animals cannot participate directly in the legislative process or speak for themselves in the way humans can. We can, however, use our voices to ask our elected representatives to reconsider the legal framework governing their lives.
By signing this petition, you are supporting a call for meaningful federal legislative reform that recognizes animal sentience and establishes legal protections reflecting animals’ status as living beings.
Please sign and share this petition to urge the United States Congress to take action. Together, we can call for a legal system that recognizes animal sentience and no longer treats animals merely as property.
CHANGE STARTS WITH ONE PERSON! Let each of us be that person and protect the lives of those that cannot speak for themselves by demanding legal change.
