Create a Designated Topless-Optional Beach Pilot Program in Norfolk
The Issue
We, the undersigned residents and supporters of Norfolk, respectfully propose the creation of a designated, clearly marked topless-optional section within a limited portion of the city’s public beach system.
This proposal is intended to promote inclusivity, gender equity, and thoughtful use of public space while maintaining Norfolk’s strong commitment to safety, community standards, and family-friendly environments.
A Timely Opportunity:
Norfolk is currently experiencing significant growth as a coastal destination, including increased cruise ship activity, waterfront investment, and new entertainment development. As the city evolves, there is a unique opportunity to expand the variety of experiences available to both residents and visitors.
Many travelers associate coastal recreation in the region primarily with nearby destinations such as Virginia Beach, despite Norfolk offering accessible and scenic shoreline areas. By introducing a clearly defined and well-regulated alternative, Norfolk can broaden its appeal and distinguish itself through thoughtful diversification.
We propose that this initiative be implemented as a limited pilot program (6–12 months) in a lower-traffic beach area—such as a designated section of Ocean View or Willoughby Spit—with the following considerations:
*Clearly marked boundaries and signage
*Topless-only allowance (no full nudity)
*Strict prohibition of inappropriate or sexual behavior
*Continued enforcement of all existing public safety laws
*Ongoing review and community feedback throughout the pilot period
*Benefits to the Community
*Supports gender equity in public space use
*Encourages responsible and transparent beach use through clear guidelines
*Expands Norfolk’s tourism offerings with a unique, optional experience
*Attracts a broader range of visitors while preserving existing family-friendly areas
*Positions Norfolk as a forward-thinking and inclusive coastal city
Our Request:
We respectfully request that the Norfolk City Council and relevant city departments review this proposal and consider authorizing a pilot program to evaluate its feasibility, community impact, and potential benefits.
By taking a thoughtful and measured approach, Norfolk has the opportunity to expand its public spaces in a way that reflects both community values and its future as a diverse coastal destination.
