The Issue

Illinois e-bike laws are outdated and out of touch with current electric mobility needs. As a passionate e-bike rider, I find myself constrained by regulations that no longer reflect the realities of modern transportation. E-bikes are a crucial and environmentally friendly option for our daily commutes and reducing traffic congestion, yet Illinois continues to categorize them in a way that hampers their true potential.

Currently, if you ride an e-bike in Illinois, you are limited to the standard categories that max out at a 28 mph pedal-assist speed. Meanwhile, traffic on our roads flows between 35 and 45 mph. This speed discrepancy not only poses safety risks but also discourages potential e-bike users from choosing a more sustainable mode of transportation. A Class 4 e-bike category, legal up to 35 mph with requirements for insurance and registration but without needing a driver’s license, is vital to integrate e-bikes effectively into our road systems.

E-bikes have the potential to transform personal transportation in Illinois, offering an eco-friendly, cost-effective solution that aligns with our state's sustainability goals. According to the Electric Bike Association, e-bikes reduce carbon emissions by more than 50% compared to standard petrol vehicles. Implementing a new Class 4 category will promote the adoption of e-bikes by providing the necessary legal framework for higher-speed models that can keep pace with traffic.

Other states have already recognized the need for progressive e-bike legislation, and Illinois should follow suit without delay. The Class 4 e-bike category is a practical solution that aligns with both current trends in transportation technology and public safety concerns. By making this change, Illinois can enhance road safety, promote eco-friendly travel, and support a progressive stance in transportation innovation.
