Disband the "Pet" category, or post a mandatory animal care and control link on craigslist as to report animal abuse and neglect when moderators and authorities overlook such obvious cases.

As an avid animal rights advocate and volunteer, having to prohibit and/or flag a post on Craigslist just to see the same ads, still displaying outright examples of animal abuse, neglect, and private "backyard" breeders advertising and sometimes selling sick puppies, should not be seemingly overlooked by the moderators running the website. Countless animal rights and welfare groups have contacted me with the same problem, which is the act of direct violation of North Carolina's Article 19, the protection of animals, as well as countless statutes. The sites' terms and agreements upon listing an animal to be "adopted-out" says that a user cannot attempt to sell, buy or trade an animal, yet upon being flagged for removal the ads in question remain in an active standing.
I would like Craigslist either:
A: Impose a mandatory linking to the users county's respective animal care and control, making it less of a difficult task to report supposed animal abuse/neglect/puppy milling and breeding without licenses/and dog fighting
B: Conpletely disban the use of the pet category where most animals end up post-holidays, and though people do have the right idea in mind, their once loved pets end up where the poster originally did not intend them to go-being the shelter, or worse, dead.
Craigslist is notorious for incidents of crime both on the internet and in the physical world, and they lack the proper information regarding the right and wrong ways of attempting to rehome a pet/accidental litter. This website is enabling the continuing cycle of animal neglect, and does not subject those whom are very much looking to make a "quick buck" to the proper authoritative repercussions from their actions. There are no liabilities, and this I have started this petition.
I am asking the public to stand a stand fpr those whom cannot speak for themselves, and the ones who will never again be able to be saved. Taxpayer money funds state animal care and control, and with this money, you are contributing to the destruction of countless animals that didn't get a fighting chance for their owners decision to not properly spay/neuter their animals and also the lack of proper background checks being implemented through "private" rehoming. In no way do I intend of offending people, I simply hope to open eyes to a recurring situation that deserves to have light shined on.I hope that my petition tugs on heart strings, and don't ever be afraid to report an incident of suspected animal abuse, because you could be saving a life.
