The Issue
My question is, as a resident of Warren County, TN, would you support this? Please sign if the answer is YES.
The truth is, we’ll never see eye-to-eye on subjects as problematic as these. What if instead we met in the middle? This is a poll for informational gathering, only. With that said, plans to propose this may very well be soon in progress, IF support is adequate.
In the state of TN, “tethering in a manner that causes injury or even danger to the dog, including attacks by other animals, be classified as cruel restraint.”
This is vague. Did you know that our counties have the right and legal ability to enforce local ordinances?
Proposal:
•Make it presumption of neglect if the dog is tethered for longer than 30 minutes in temperatures above 90 or below 32 degrees Fahrenheit. (This is a success in Pennsylvania)
•Make restrictions on tethering. No more than 10 hours in a 24 hour period. Dog must have direct access to food, water and adequate shelter during this 10 hours. (This is a success in Oregon)
•Implement actions such as; violation warnings, surrender offer or seize if not resolved in 7 days.
