Allow non-vaccinated non-EU relatives enter the EU, providing negative test result

The Issue

Dear European Commission,

We are the families which are still cannot be together, despite the most COVID restrictions have been lifted already.

From July 1st everyone who has been fully vaccinated with one of the EMA approved vaccine can enter the European Union even for the traveling purpose. Russian people do not have access to one of these vaccines, hence they are not able to enter. Some non-EU people had COVID recently, some have diseases that do not allow  them to be vaccinated. Moreover, it is a democratic right of everyone to decide whether to be vaccinated or not. 
This rule keeps many families separated. Non-vaccinated parents from non-EU countries can’t visit their adult children in EU, unless there are the exemptions from the local governments of the EU member states. Centrally the European Union Entry Ban rules do not have this category in the exemption list. Why are the parents not considered as the family members? 

We demand:

1. The reassessment of the current categories which are exempt from the EU entry ban

2. Allowing the relatives of EU nationals and the holders of the EU residence permits to enter the European Union providing one of the following: negative test result, proof of vaccination or proof of recovery. 

  3. Giving the clearer understanding in the exemption rules what is considered as a family. Parents, children, grandparents, grandchildren, siblings, uncles and aunts should definitely be among them
