We urge the Berkeley City Council to prioritize affordable housing by supporting long-term funding streams, and not short term fixes. Items 10A and 17A on the April 5 Council agenda relax zoning rules, benefitting market rate developers, but do little to raise desperately needed funding for affordable housing. Those who have benefited from the incredible increase in housing prices and rents should be asked to contribute to solving the affordability problem. Please support placing the increase in the business license tax on landlords with more than five units on the November ballot, vote for the full $34,000 housing impact fee and use taxes on short-term rentals to create a balanced housing market that includes affordable housing. Also, we insist that the implications of "by right" and "upzoning" be fully vetted before being implemented; citizen participation in local land use decisions is essential and produces better projects.
