Illegal abatement of Bore wells are causing innocent kids to accidentally fall into it and often end up in loss of life of those kids.

I propose to the government to implement a system to create a database of existing bore wells, its owners, its status, ensure guidelines (lid with lock, fencing, etc) are implemented for safety, issue licenses to the bore wells that are compliant to the guidelines, properly close those bore wells that are not used/non-compliant.

The system should also introduce licensing of bore wells before drilling of new bore well could take place. Criminal punishment must be given to drilling rigs operations who drill bore wells without a license in favor of their customer. Similarly criminal punishment must be given to the people who puts new bore well without a license and also to the people who do not follow the guidelines to maintain already drilled bore wells. Local authorities must periodically inspect (randomly selected) bore wells to check its status and take criminal action for non-compliance if found.

I guess drilling contractors who owns drilling rigs are licensed to drill bore wells. If not, the system should also create a proper means to license drilling rig owners/contractors.

The government must also involve IITs, DRDO, National Disaster Management Authority and NGOs to create a proven equipment for rescue operation along with tested operating procedures to be followed during those rescue operations.
