Most arrive safely, but when something goes wrong, there are often no consistent national safety standards, no clear accountability, and no protections for the families left searching for answers.

Cooper's Law is inspired by one dog whose journey to his forever home ended in tragedy.

Cooper was a healthy, happy dog who had been examined by a veterinarian and cleared for transport before beginning his trip from Texas to Canada. His family expected updates celebrating each milestone of his journey. Instead, they received the devastating news that Cooper had died while in transport.

No family should ever experience the heartbreak of losing a beloved pet while it is in someone else's care without clear answers, transparency, and accountability.

Cooper's Law seeks to establish common-sense safety standards for animal transport, including:

• Climate-controlled vehicles with continuous temperature monitoring.

• Proper ventilation and emergency backup systems.

• Secure, transport-safe equipment and crate safety standards.

• Cameras inside animal transport compartments.

• Regular documented wellness checks for every animal.

• A documented chain of custody showing who is responsible for each animal throughout transport.

• Immediate notification to owners, fosters, or rescues if an emergency occurs.

• Mandatory emergency veterinary care when an animal shows signs of distress.

• Preservation of transport records and incident documentation whenever an injury or death occurs.

• Independent review and reporting of serious transport incidents.

These protections are not intended to punish responsible transporters. They are designed to support the many ethical rescues and transport teams already committed to doing things the right way while creating consistent standards that protect every dog.

Every rescue animal deserves a safe journey.
