Elon Musk has offered to collaborate with the Commonwealth of Puerto Rico on rebuilding its electrical grid with batteries and solar.  WE INVITE ELON MUSK TO VISIT THE USVI AND HELP THE USVI TO DEVELOP A SOLAR-BASED POWER GRID. 

Hurricanes Irma and Maria almost completely destroyed the USVI's power grid.  But even before the storms of September 2017, the USVI struggled with a debilitating power situation.  USVI residents pay 34.7 cents per kilowatt hour.  Our only electrical utility, the government-owned Virgin Islands Water and Power Authority ("WAPA"), is crushed by an unsustainable debt load and severely antiquated equipment.  And, despite paying an astronomical rate for electricity, USVI residents regularly suffer with dirty power, brown-outs and outages. And now, thanks to Irma and Maria, USVI residents hope to have power back by the end of 2017.  Mr. Musk, we ask that you include the USVI in your consideration of solar power grids in America's Caribbean territories.
