A plaintiff going against police departments need expert witnesses to testify. Police Departments hire very expensive and high paid attorneys - entire law firm to defend police officers. Unless a free citizen literally gets shot in the back, it is near to impossible to find an attorney to prosecute the person's claims. t is not the amount of the contribution that really matter, but the act of citizen participation in to provoking change within an institutionally entrenched and corrupt status quo in a law enforcement system that is accountable to no one.
