I concur with Adam and Erica’s interpretations.  The table is to be used in analysis of a qualifying project’s locations. There is no process for conducting a study or constructing a noise wall in the absence of a qualifying project because utilizing the noise guidance occurs only when there is a qualifying project. If a qualifying project arises in your area I will be aware of the project and inform the Project Manager of your concerns. 

 

As to your unanswered questions, the existing noise barriers were placed based on the guidance and regulations. The noise guidance uses the triggers of things like adding lanes and distance from receptors to be sure a qualifying project is addressing not only traffic needs but those of the people who live nearby. In other words, if an area grows by adding businesses and residents sufficient to necessitate a project that requires a Noise Study then the guidance is followed.

My last question has to do with the petition and its usefulness or lack-there-of. I suppose this is more of a question towards Stripe's and Mannion's offices. How many signatures are deemed sufficient? Is it useful? What are the next steps after gathering signatures? The petition is slowly gathering steam: www.change.org/481noisebarrier

I read your change.org petition, well done! 


There is no magic number when it comes to petition signatures, but in my experience more is better. 


If I had a petition on a quality-of-life issue with lots of signatures from my neighbors, I'd want to share it with as many people as possible. I'd post it on social media, send it to my elected representatives and relevant leadership at state agenices, and even to the governor. With enough support it may become of interest to local journalists, which would further highlight the issue. You may also consider sending a letter to the editor for publication.
