Construct a Necessary Soundwall near UPRR Railway for Noise Reduction

The Issue

Like many residing close to the UPRR railway, I have experienced first-hand the constant disruption caused by excessive railroad noise. My neighborhood has been subject to noise levels that significantly exceed the thresholds stipulated in the City of Vacaville's 2015 General Plan. It's impacting our wellbeing, sleep quality, and the quiet enjoyment of our homes.

In 2015, the city agreed upon a General Plan setting the acceptable community noise level at 60 dB during the day and 50 dB during the night. However, living so close to the UPRR railway, our decibel levels are frequently soaring, greatly impacting our peace and tranquility. This is something our great city must address.

It's time for the City of Vacaville and KB Homes to consider the impact of railway noise on our community in a decisive and immediate manner. This involves taking swift action to implement infrastructural changes that will preserve the quiet we are promised and entitled to by the City of Vacaville's 2015 General Plan.

We propose the construction of a Soundwall near the UPRR railway, a proven method to significantly reduce noise pollution to levels that satisfy the General Plan's Noise Policy NOI P1.1.
