Delivery Rates for utilities subject to Commission jurisdiction are established through public proceedings called rate cases. You may research rate design by following the links below to the docket for each rate case.
Supply rates (costs) are market driven and not regulated by this department.
These rates cannot be altered on individual bills and the department is unable to pursue a case against a utility for these.

Individuals may submit comments by calling the Commission’s Opinion Line at 1-800-335-2120. These calls are not transcribed verbatim, but a summary is provided to the Commission.
If you have a consumer dispute with a utility and cannot get a resolution after contacting the company, you may be able to file a complaint against the utility through our Office of Consumer Services.
